With reference to the Foreign Office letter No. F 266/ 266/10 of February 1st, 1921, I am directed by Earl Curzon
of Kedleston to transmit to you herewith copy of a Memorandum,
compiled in this Office, giving the history of the negotia-
tions which preceded the Agreement of June 14th, 1913, between
the United Kingdom and Portugal respecting the Opium Monopolies
in the Colonies of Hong Kong and Macao.

I am also to enclose copies of despatches addressed to
His Majesty's Representatives at Mexico and Peking, calling
for information on the subject of the import of raw opium
into Mexico, and of the legitimate requirements at the present
time of Macao in the matter of raw opium, respectively, so
far as ascertainable.
3. Should the Secretary of State for the Colonies see no
objection, Lord Curzon would suggest that the Governor of
Hong Kong might be invited to go-operate in the endeavour to
obtain information of the nature indicated in the accompanying
despatch to Sir B. Alston.
4. Copies of this letter and enclosures are being for-
warded, for information, to the India Office, Home Office,
and Board of Trade.
